These domains can be personal or fictional names, nicknames and/or other titles people are famous by. Initially, only 3rd-level registrations were permitted, so if you desired to reserve john.doe.name, you were required to do that under .doe.name. In 2004, however, the registration process was liberalized and second-level registrations were also allowed. Already grabbed 3rd-level names remained operational.
